Shirley E. Clark (Ph.D., P.E., D. WRE, F. EWRI) is a professor of environmental engineering at Penn State Harrisburg and chair of Penn State Harrisburg’s environmental graduate programs in environmental. Dr. Clark holds a B.S. degree in chemical engineering from Washington University, plus an M.S.C.E. degree in environmental engineering, and a Ph.D. degree in environmental health engineering, both from the University of Alabama at Birmingham. Her research has primarily focused on improving the effectiveness of stormwater treatment systems and understanding the natural water cycle in the urban environment. Recent research has focused on determining the performance of stormwater treatment systems, the optimization of bioretention media selection to remove radionuclides, the impacts of land development on soil structure and infiltration, the impacts of road salts on soil infiltration, and the effectiveness of stream restoration. She regularly teaches courses in hydrology, applied hydraulics, and environmental risk assessment. Dr. Clark has published extensively on stormwater treatment and predicting the performance of treatment systems based on a theoretical analysis of the systems, as well as speaking at various national and international conferences about these topics. She also has presented her students’ research through various outreach/extension venues, such as Penn State Extension Water Cooler Talks, Water Insights series, and county conservation district workshops. She is a former member of the Board
of Directors for the Chesapeake Stormwater Network and has participated on several Chesapeake Bay Stormwater Expert Panels. She also served on a National Academies of Science, Engineering, and Medicine panel on updating the general industrial stormwater permit. She currently serves on the Pennsylvania Water Resources Advisory Committee and is Vice-President of the Environment and Water Resources Institute of the American Society of Civil Engineers.
